Bandwith mgmt on VPN tunnel

Hi All, I have configured 2x USG100 Firewall for IPSEC site-to-site VPN at my home and at my parents home. This connection let my brother connect to the NAS device I setup and give me also the ability to do RDP for support (you know the old folks). Now the problem that I have is that my brother drains the internet connection to a point that I can't surf anymore so that was something i had to change. Internet connection is the following, 220Mbps Down - 20 Mbps Up (Telenet Belgium). I configured BWM for WAN-LAN (my internet) with guaranteed 10.000Kbps UP/DOWN and let go to unlimited maximum with priority 1. Second rule is VPN-LAN (connection for the NAS) with guaranteed 2000Kbps UP/DOWN and let go to maximum 8000Kbps with priority 7. This seems to work and my brother can download files from the NAS without me getting interrupted on the daily internet usage. Now the question, can I configure the BWM in a way that when I am not using the internet (at work or on vacation) the BWM of the VPN can go to the maximum of my internet connection? It seems that when I adjust the existing rule for the VPN and let it go to the unlimited maximum my internet connection still goes down for myself instead of the configured 10.000Kbps UP/DOWN guaranteed.
