Recommendations for multi-company shared office space

I remember reading a few good posts about this, but for the life of me can't find them now. Some friends at an office space co-op I used to work out of are asking for some recommendations for some new infrastructure. They recently moved to the entry level Comcast Business plan with 5 static IPs, from a single IP DSL service. The speed is much faster, but they are still having some issues when everyone is using some form of VOIP (Vonage or Skype.) They seem to be flooding the router by trying to use the same port and basically bringing down the network. They are currently using the SMC router provided by Comcast as the gateway. Nobody is going to really host sites, or use VPNs, etc. In the past 10 years its mainly been designers that rent space here and they mainly use Vonage or Skype, stream Pandora to headphones, email and browse the web. But VOIP is important to all of them. My thought was if they purchased an USG 100 or 200 they could give each business a dedicated IP (of the 5 Static IPs) and then each business would have there own port 5050 or 5060 to themselves? OR is this wrong headed thinking? They could even slice the bandwidth between the businesses so it's always fair. I guess the question is what would be possible/best ways to give every one a decent VOIP experience?
